Permit Guide

Can You Drive in China on Visa-Free Entry?

Arriving in China visa-free or on a short-stay visa does not let you drive on your home licence or an International Driving Permit. But you are not stuck: short-stay visitors can usually apply for a temporary driving permit using their passport and entry record, and in some cities this can be handled at the airport on arrival.

Can I just drive on my home licence or IDP?

No. Mainland China does not accept foreign licences or International Driving Permits for ordinary road driving, regardless of how you entered.

This applies to visa-free entry too. The lawful route for a short visit is a temporary driving permit, not an IDP.

Who can apply on visa-free or short-stay entry

Official guidance recognizes that foreigners may apply using their passport or other valid entry-exit document, including under visa-free entry, with the permit issued according to the stay period.

What you need

  • Passport with your valid entry record (visa-free stamp, visa, or other lawful entry document).
  • Original overseas driving licence, valid for the class you want to drive.
  • Certified Chinese translation of the licence.
  • Two one-inch (25×35 mm), white-background photos.
  • Local address or accommodation details if the counter asks for them.

For cars (C1/C2) and motorcycles, the temporary permit usually has no theory test and no medical exam — typically just a short safety briefing.

Where to apply

Short-stay visitors apply at a Vehicle Administration Office, and in major gateway cities some international airports have traffic-police counters that issue temporary permits on arrival.

  • Beijing and Shanghai are the best-known airport-counter cities for visitor permits.
  • Smaller cities may route every application to the local VAO.
  • Some counters need an appointment or only run the service in limited hours — check before you rely on it.

The catch: what the permit lets you drive

The temporary permit is mainly a rental-car solution. It does not give the open driving rights of a full Chinese licence.

  • It is intended for rental cars or a vehicle you personally brought into China.
  • You generally cannot drive a friend or family member's privately owned China-registered car.
  • Rental companies set their own rules — confirm the counter accepts temporary-permit holders before you book.
  • The vehicle class must match the class on your overseas licence and permit.

Validity is tied to your stay, up to a maximum of one year, and it is not renewed like a normal licence.

Keep every document consistent

Local offices can interpret the rules differently, so treat your paperwork as a consistency exercise. Keep your passport spelling, license spelling, translation wording, and application forms aligned before you reach the counter.

Frequently asked questions

Can I drive in China if I entered visa-free?

Not on your home licence or an IDP. You can usually apply for a temporary driving permit using your passport and entry record, and then drive within its limits.

Can I get the temporary permit at the airport?

In some major cities, yes — Beijing and Shanghai are common examples. Availability depends on the airport counter, service hours, and local policy.

Do visa-free visitors need to take a test?

Usually no formal theory test for ordinary small-car or motorcycle temporary permits, though a short safety briefing may be required.

Can I drive a friend's car with this permit?

Generally no. The temporary permit is mainly for rental cars or a vehicle you brought into China yourself.
